Strong entrepreneur circle serves powerful country, says PM
The Government vows to create favorable ways and create a fair
playground for enterprises which serve as the driving force for national
development, said PM Nguyen Xuan Phuc on April 29 in HCMC.
In the new development era, the domestic business and investment
environment has yet actually facilitated business operation and
development, said Mr. Phuc.

He directly pointed out weaknesses, including slow
issuance of guiding documents; lack of effective encouraging mechanisms
in favor of large trade brands; weak privatization process; poor
business performance; overlapping investigations, negative behaviors,
and cumbersome administrative procedures.
The PM asked each enterprise to map out its own
integration strategy, build integration and business culture, and stay
honest in operations.
Pursuing consistent policies
The PM underscored that the State promises to
protect legitimate rights of enterprises. All economic components
(excluding security and national defense enterprises) are equal to
access capital, natural resources, land, market, and business
opportunities.
The State guarantees long-term policies for investors to do long-term business.
The PM went on to say that the Government also
pledges to ensure macro-economic stability and peaceful environment for
enterprises to flourish.
However, SMEs play an important role in job
generation and income growth for society, and promote innovation and
creation. Thus, it is necessary to apply separate policies for them in
the integration period, said PM Phuc. The Party and State always
consider the private sector as the impetus for economic growth, he
affirmed.
The Government does not intend to criminalize
economic relations but strictly punishes infringements such as
discharging of contaminated substances to the environment and damaging
people’s health and lives.
The State will apply appropriate mechanisms for
activities serving the public, and high-risk, security, and national
defense activities, the Government chief noted.
He also promised to reduce and eliminate small licenses and unreasonable fees.
Each locality was asked to open its hotline and website to guide administrative procedures for enterprises.
The Government chief also stressed the importance
of strengthening the fight against corruption and bureaucratic behaviors
and seriously implementing Resolution 19-2016/NQ-CP on major tasks and
solutions for improving the business environment and national
competitiveness in 2016-2017 with a vision towards 2020.
