Hanoi seeks apartment building upgrade funds

Hanoi is seeking investment to upgrade three old apartment buildings this year.



An old apartment building that needs to be rebuilt in Hanoi.

Speaking at the Tuesday meeting with the Secretary of the city's Party Committee, Dinh Tien Dung, director of the municipal Construction Department, Vo Nguyen Phong, said that they were trying to urge districts to speed up the upgrading of 10 old apartment buildings by 2025, particularly three in Ba Dinh and Dong Da districts.

"We'll try to seek investors for the upgrade of the Khuong Thuong, Trung Tu, and Giang Vo apartment buildings this year," Phong said.

Secretary Dinh Tien Dung also noted that the city had been slow to restore degraded apartment buildings, and called for drastic measures to implement the projects as soon as possible.

"We'll set a target to find investors by the end of the year, and start at least one or two projects next year," he said. "We'll need to select competent investors who can complete the projects within three years so that residents don't have to wait too long."

Hanoi has 1,579 old dormitories and apartment buildings built from 1960 to 1992, many of which have seriously degraded.

According to the municipal Department of Construction, these old apartment buildings, concentrated mainly in the four old inner districts, have two to five floors with brick and concrete wall structures, panel floors or reinforced concrete frames. Therefore, they need to be renovated or reconstructed.

However, by early 2024, the city had only completed renovating and rebuilding 19 old dormitories and apartment buildings, equal to 1.14 percent of the total workload.

Deputy Director Mac Dinh Minh of the Hanoi Department of Construction pointed out the culprits of the slow implementation including planning work, the K coefficient on compensation, and investor selection.
