Car shipment languishes on port for 2 years

An auto company in Hanoi whose shipment of vehicles has been stuck at Dinh Vu Port for two years, sent a petition to Minister of Finance, Vuong Dinh Hue, for help.

 
 The cars continue to sit idle at Dinh Vu Port in Haiphong because the customs agency, the Vietnam Register and the Ministry of Finance cannot come to an agreement about how the cars should be classified.
The Hanoi branch of Tay Bac Auto JS Company said in the petition that it had ordered 26 new two-seat Daewoo Matiz's.

Vietnam Register granted 26 certificates for the cars on technical and environmental safety for the shipment, but the cars continue to sit idle at Dinh Vu Port in Haiphong because the customs agency, the Vietnam Register and the Ministry of Finance cannot come to an agreement about how the cars should be classified. They disagree whether they should be considered transport or passenger vehicles.

The unclear policy has left Tay Bac Auto JS Company at a loss for what to do. They have submitted their certificates to the port's customs office, but decided to take the matter up with customs clearance.

The company also noted that the problem has seriously affected its prestige. The quality of the vehicles have been exposed to weather, and they must pay storage fees and interest for keeping the cars at the port.
