Kim Lien Tunnel in Hanoi, which has VND467 billion ($22.4 million) investment, has continued facing cracks and seepage after just two-year operation.

The tunnel was the most modern of its kind in Hanoi, but it already has many cracks running along its walls and roof. Cracks have been covered by cement; however, it is quite easy to detect them.

Last year, the Hanoi Transport Department requested the tunnel project investor, Hanoi Major Urban Project Management Board, to urge the Japanese Taisei contractor to deal with the first seepage. They contractor used glue and installed a drainage pipe at the slot to solve the water seepage.

However, the problem has resurfaced this year.

The municipal People’s Committee has asked the Transport Department to work with agencies to define the cause of the water seepage to fix the problem in January 2013.

Speaking with reporters, Director of the Hanoi Transport Department attributed the problem to the investor, adding that the investor would have to take responsibility for the problem.

Japan Bridge & Structure Institute is consultant, supervisor and designer for the construction of the tunnel which uses Japanese ODA.

In July 2010, after two hours of rain, the tunnel also saw heavy flooding despite its pumping system having been in operation for nearly a year.
