50 state cars returned as officials given travel subsidies

Hanoi authorities started providing transport subsidies to officials at eight departments and offices instead of state-owned cars from March 1.
Officials at the Department of Planning and Investment, the Department of Transport, Department of Labour, Invalids and Social Affairs and officials at the districts of Ha Dong, Long Bien, Thanh Tri, Gia Lam will be given transport subsidies. The pilot will run from March 1 to October 1. It is estimated that Hanoi can save up to VND50bn (USD2.2m) a year if the programme is successful.
Vien said now he could use different types of transport to travel. On March 1, he used his own vehicle and said he felt even more relaxed.
The Department of Finance was asked to work with agencies to classify and recover all state-owned cars within the first quarter. The cars will be temporarily kept at the department before being returned to the city.
Vien said the Department of Transport would return six cars. "Because of the nature of our work, some special cars are kept for work like managing the traffic," he said.
Khuat Van Thanh, director of the Department of Labour, Invalids and Social Affairs, also said he and his four vice directors started the programme on March 1. Thanh said they could use personal vehicles, taxis or hire services from other transport companies.
"Personally, I don't think there's anything different. Our employees also follow the rules seriously," he said.
Vu Van Nhan, chairman of Thanh Tri District, said they had stopped using state-owned cars long ago when the city authorities announced the programme. The district would return two cars.
Currently, Hanoi has over 400 state-owned cars. About 50 cars will be returned when the pilot programme takes effect in which 12 cars is reaching its expiry date. 33 cars will be sold.
