The US Department of Commerce has announced its preliminary determination in the anti-dumping duty (AD) investigations into imports of welded carbon steel pipes from India, Vietnam, Oman and the United Arab Emirates (UAE).

 Accordingly, preliminary dumping margins for mandatory respondents of the SeAH Steel VINA Corporation and Haiphong Hongyuan Machinery Manufactory Co., Ltd. are zero percent.

Three other exporters, including Sun Steel, Huu Lien Asia Corporation and Hoa Phat Company, receive a separate rate of 9.32 percent.

Other Vietnamese exporters who are not mandatory and voluntary to take part in the investigation will be imposed a duty of 27.96 percent.

The Competition Authority under the Ministry of Industry and Trade said the DOC’s preliminary results showed that big Vietnamese steel exporters do not dump prices. Businesses involved in the investigation are doing all they can to protect their legitimate rights.

Those that are not voluntarily engaged in the investigation will have to pay a duty of 27.96 percent levied by the DOC which is based on disadvantaged information supplied by the plaintiff.
