This second phase of the relocation programme was sent to Hanoi municipal authorities by Vu Van Vien, Chairman of Hoan Kiem District People's Committee.

Hoan Kiem district authorities have requested an additional 30 hectares for a resettlement area. Authorities say that most of the households to be moved in this phase are people living in dilapidated homes or those living in overcrowded conditions.

The plan's aim is to reduce the population density in the old quarter to one person per 25 square metre by 2020.

The resettlement area for the phase 2, lasting from 2013 to 2020, was proposed to deal with Thuong Thanh Ward, Long Bien District.

The first phase, from 2009 to 2015, aims to relocate 1,530 households. Most of the households will be moved are living in historic buildings, headquarters or schools, families are living in dilapidated buildings or people living in overcrowded houses who volunteer to move.

The relocation plan aims at reducing the population density from 823 people per hectare in 2010 to 500 people per hectare in 2020. To achieve this, 26,200 residents will have to be moved from the old quarter.
