Government makes plans for human resource management

The Ministry of Education and Training (MoET) will temporarily halt the opening of faculties such as finance and banking from 2013 due to the lack of employment opportunities in the sector.

In a meeting about human resource planning on December 18, the Minister of MoET, Pham Vu Luan also said that the state agencies were reviewing and restructuring their staff.

The MoET also assigned some education facilities to train 1,400 state officials for the northwest, central and southwest regions as part of a pilot programme.

According to the Ministry of Labour, Invalids and Social Affairs, the country will need about 1.86 million trained workers annually during the 2011-1015 period and about 2.18 million for 2016-2020 period.

The MoET will also issue the criteria for vocational training to meet the requirements of international labour market.

In order to ensure more effective results from the human resource planning in 2013, many suggested the government guide localities in setting up human resource development councils. Businesses and educational facilities will join the council to help collate data about market demand and necessary skills requirements.

At the meeting, Deputy Prime Minister Nguyen Thien Nhan said he had requested the Ministry of Finance to issue the financial mechanism by December 15 so other agencies could implement the plan.

He suggested the MoET to co-operate with the Ministry of Labour, Invalids and Social Affairs to draft the criteria for vocational training and send it to the prime minister.

In June, 2013, the MoET will announce plans to deal with graduate unemployment. It will also develop a job website to connect graduates from foreign schools and local enterprises.
