The Central Inspection Committee has reprimanded and ordered self-criticism for various officials for their involvement in the wrongful promotion of former vice chairman of Hau Giang Province, Trinh Xuan Thanh.

The decisions were made from November 28 to 30 during a meeting chaired by Tran Quoc Vuong, head of the Central Inspection Committee. According to the committee, the actions badly damaged the government's credibility.

Warnings were issued to Bui Cao Tinh, former advisor to head of the Party Central Committee’s Inspection Commission. He was accused of giving wrong advice on the document that allowed Hau Giang Province to have another vice chairman for 2011-2016, against the Politburo’s and Secretariat’s decisions.

Tran Cong Chanh, Secretary of the provincial Party Committee for 2015-2020 and Tran Thi Ha, Deputy Minister of Home Affairs and head of the Party Central Committee’s Commission for Emulation and Commendation, were reprimanded. Chanh is responsible for the issue of government licence plate to Trinh Xuan Thanh's private car. Ha showed a lack of responsibility when directing the procedures to give the Order and the title of Labour Hero to the Vietnam National Oil and Gas Group and the government’s certificate of merit and order to Thanh.

The committee said the faults of Tran Anh Tuan, Deputy Minister of Home Affairs, were not serious enough to be disciplined. However, they ordered the Ministry of Home Affairs in general to look at its failings.

In addition, the committee proposed to issue a warning to Huynh Minh Chac, former Secretary of southern Hau Giang provincial Party Committee for 2010-2015 and Tran Luu Hai, former deputy head of the standing board of the Party Central Committee’s Organisation Commission.

Punishment for Deputy Minister of Home Affairs Nguyen Duy Thang hasn't been decided. Thang proposed to give Thanh the position of vice chairman Hau Giang Province.

The party affairs committee of the Ministry of Home Affairs was reprimanded and ordered to review their failures due to a lack of responsibility in their leadership and supervising process. This led to violations in the evaluations and agreement to promote Trinh Xuan Thanh into vice chairman of the Hau Giang Provincial People's Committee.

The Ministry of Public Security issued an international wanted notice for Trinh Xuan Thanh, the former board chairman of PetroVietnam Construction JSC and vice chairman of Hau Giang Province. PVC incurred huge losses under Thanh's leadership. After that, he was appointed deputy office manager of the Ministry of Industry and Trade and chief representative of the ministry's office in the central region. In early May 2015, he was appointed as vice chairman of the southern province of Hau Giang's People's Committee.

His wrongdoings were brought to light after it was discovered that he had used a government blue plate for his luxury Lexus LX570, which raised public outrage. His promotions and appointments were also investigated.
