Hanoi sets target for GRDP growth in 2017 at 8.5-9%

Hanoi will strive to reach growth of 8.5-9% in its Gross Regional Domestic Product (GRDP) next year, with per capita from VND86-88 million, investment capital in development growing at 11-12% and export turnover growth of 4-5%.

The third session of the fifteenth Hanoi People’s Council is convening from December 5-8 to discuss fifteen regular reports, six resolutions and twelve periodic thematic reports.  

The targets were announced at the third session of the fifteenth Hanoi People’s Council, which opened on Monday morning.

Speaking at the opening, Politburo member Hoang Trung Hai, who is also Secretary of the capital city’s Party Committee, affirmed that in the midst of difficulties across the country, Hanoi had seen positive results during the first year of the implementation of its 2016-2020 development plan.

In 2016, the capital city’s economy recorded its highest growth in the last six years—8.03%. This year also saw Hanoi with the highest ever number of newly established enterprises and volume of social capital mobilisation.

The registered capital of investment projects outside the State budget reached VND423.8 trillion (US$18.6 billion), while foreign investment was at US$2.8 billion, up 2.6 times compared to 2015. The total social investment capital is estimated have reached VND277.95 trillion (US$12.2 billion), up 10% compared to last year.

Social welfare and care for the people’s livelihoods has been guaranteed, with the poverty rate having dropped to 2.7%, medical insurance coverage at 80.1% and the proportion of trained workers estimated at 56.93%.

The city has basically completed a range of major transport works, such as the Nhat Tan–Cau Giay section of Ring Road No. 2, the Long Bien Intersection and the O Dong Mac–Nguyen Khoai section of Ring Road No. 1.

However, in the course of its socioeconomic development, there have also been limitations and weaknesses, such as unmet economic growth indicators, a tendency for industrial production to rise more slowly and a drop six places in the Public Administration Reform Index compared to last year, ranking No. 9 out of 63 provinces and cities.

Politburo member Hai noted that the city had chosen the theme for its work in 2017, considering the year as the “Year of Administrative Discipline,” with the determination to strengthen order and discipline in administration and to promote the exemplary role of public servants and officials, thereby replicating the spirit in the community for others to follow to create order and discipline in the society.

The city leader expressed his desire that the whole political system at all levels and delegates from the People’s Council should unanimously unite to make practical contributions to the work of building the Party and the Government while effectively implementing the political tasks for 2017 and the following years.

The third session of the fifteenth Hanoi People’s Council convenes from December 5-8, discussing fifteen regular reports, six resolutions and twelve periodic thematic ones.

The documents include a resolution on the city’s key projects during the 2016-2020 period, its medium-term public investment plan for 2016-2020, a list of prioritised investment areas in socioeconomic and infrastructure development and the detailed planning of new transport routes.
