Airport runway safety project proposed

The Vietnam Civil Aviation Authority (VCAA) has proposed with the Ministry of Transport a VND1trn (USD44m) project to detect potential obstacles and wild animals on runways at HCM City's Tan Son Nhat Airport and Hanoi's Noi Bai Airport.

From 2014 to 2016, the airports detected 156 objects got into the runways. 20 cases of birds hitting planes and damaged tyres were recorded last year.

According to the VCAA, the project will find strange objects and animals at the airport automatically and accurately. It is promised that there will be no false warning and the technical system of the airport won't be hindered or interfered with.

During landing and taking off process, the planes move at high speed and it's dangerous to hit even small objects like a screw or iron pieces.

In 2000, a stray strip of super-hard titanium from a plane of the American Continental Airlines dropped onto Charles de Gaulle's runway unnoticed. A Concorde plane tyre after that was shredded and sent debris into a fuel tank. The plane exploded and killed113 people.

The investment cost for Noi Bai Airport is over VND486bn (USD21.4m) and VND510bn for Tan Son Nhat Airport. The VCAA suggested that the Airports Corporation of Vietnam should turn this into a PPP project as the state budget is limited.

The VCAA also wants the Airports Corporation of Vietnam to be the project's investor, saying that it can call for investments from other investors if its fund is not enough.

After the project is completed, the operators must spend part of the annual revenues of taking off and landing activities to pay to the state. The state will use this money to pay the investors. It will be calculated based on the total initial investment, expected annual profit of 11% and a minimum operating time of 10 years.
