44 dead after Storm Damrey hits Vietnam

At least 44 people were dead and 19 left missing as of November 6 after Storm Damrey entered Vietnam. The Steering Committee for Natural Disaster Prevention and Control said the local authorities and the public did not take the storm seriously enough.

Damrey landed in Khanh Hoa Province on November 4. The cold air on the mainland made the storm stronger and caused heavy rains and severe damage in many south-central provinces. The storm moved to the highlands and weakened into the tropical depression in Cambodia on November 5.

4,425 hectares of rice fields were flooded, 1,300 houses were destroyed, 115,000 houses and 228 fishing boats were damaged. Many locations are still submerged. Khanh Hoa Province suffered the most with 691 houses destroyed, 98,000 houses damaged and 3,748 hectares of rice fields flooded.

The Steering Committee for Natural Disaster Prevention and Control said even though Damrey was the strongest storm that was forecast to land in the south-central region for years, the local authorities and the public did not take the storm seriously enough.

Many plans to deal with the storm proved weak, especially evacuation plans. Search and rescue teams have lacked proper equipment and they have struggled to be able to access the sea from their posts.

The quality of construction of embankments or electricity pylons has been too low and incapable of withstanding the storm. There are many shortcomings concerning the management of vessels, as information and communications were confused and harbours and safe anchorages were overcrowded so there was no space for passing boats and transport ships.

The committee also said agencies did lacked experienced personnel or equipment. Collaboration between the agencies also left much to be desired.
