The project is invested by the Management Centre of Saigon River Tunnel. The fund for the project will be taken from the city's traffic order and safety fund.

HCM City People's Committee has asked the Department of Finance to act as consultant and the Department of Information and Communication to review and approve of the project in accordance with the project to develop HCM City into a smart city in 2017-2020 with a view to 2050.

The Department of Transport have installed 50 cameras since early 2018 at complicated intersections. The city currently has 591 cameras, of which 339 cameras are owned by the department and the rest are from other firms and organisations such as the Voice of Vietnam and Phu My Hung Group.

The department also connects and shares information with 10 state agencies such as the police and the Military Command of Tan Son Nhat Airport.

According to the Department of Transport, many streets still lack CCTV cameras and it poses a challenge for the authorities to monitor the traffic and react to problems in time.
