Before being assigned to be Vice Chairman of Danang People’s Committee, Tuan was head of Danang Urban Planning Institute and deputy director and then director of the municipal Department of Construction.

As Danang People’s Committee Vice Chairman, Tuan’s work was related to the management of land and construction works.

Tuan retired on December 19 last year, around 10 days earlier than regulated.

Earlier in April last year, the police detained and prosecuted Tran Van Minh, 63, Danang's chairman from 2006 to 2011 for violations in land management and public property management and use.

The police have launched a criminal investigation into Van Huu Chien, 64, who served as Danang's chairman from 2011 to 2014, for the same charges as Minh.
