According to the Ministry of Public Security, the fine was given on March 25 to a student in Long Bien District who was attempting to leave for the UK while having not finished a 14-day quarantine period.

A report from chairman of Long Bien District People's Committee, Nguyen Manh Ha said that the 25-year-old student was quarantined at home after returning from the UK on March 14. However, on the morning of March 25, she was found boarding a flight to the UK at the Noi Bai International Airport.

"Police in Long Bien District were sent to the airport to bring the student back to a centralised quarantine area," the official said. "She was also given the highest fine applied for such cases."

Hanoi chairman Nguyen Duc Chung on March 25 warned that the city was facing a big threat of virus spreading. He ordered a temporary shutdown to entertainment spots such as bars and karaoke bars, and a ban on holding wedding and funeral ceremonies in the city.

The city has recorded 54 Covid-19 cases, accounting for the largest proportion of the 148 cases reported in the country as of the morning of March 26.
