The height limits will be applied on 2,709ha of land of Hoan Kiem, Ba Dinh, Dong Da and Hai Ba Trung districts. The Old Quarter covers over 81ha in Hoan Kiem District.

According to the new planning, the building height in the Old Quarter, Hoan Kiem Lake and adjacent areas will be 12-16 metres. The rest of the districts will have a height limit of 16-22 metres. Limited development areas will have a height limit of 20-25 metres.

Higher buildings will be built along the ring roads, main roads leading to the city centres and new urban areas. The building density will also be limited for green spaces and playgrounds.

Hanoi authorities will improve the landscapes to ensure that there is enough green space in the city, preserving and improving landscapes around buildings with historical and cultural values and add more public utilities. The plan will also preserve the structure of the old streets.

There are a total of six subdivision planning projects on inner-city zoning that will affect 700,000 people.
