Government clamps down on extra primary school classes

The Hanoi Department of Education and Training has proposed new regulations, banning teachers from offering extra classes to primary students.

Nguyen Duy Long Head of Dong Da District's Department of Education and Training said when authorities had tightened control over extra classes, teachers just opened classes in education centres for adults.

He also raised concern over ambiguous regulations. The regulation stated teachers cannot offer extra classes unless they have permission from their superior.

"Then the superior can grant teachers permission anytime they ask. We need clearer and stronger rules for the issue. When can permission be granted or whether the teachers are allowed to teach students already in their school classes," Long said.

Nguyen Thi Van Anh, Headmistress of Hoang Dieu Primary School in Ba Dinh District asked about the management activities.

"Teachers are allowed to have part-time jobs at work at other education centres and may have their own students attend those classes. The government can't ban teachers from offering extra classes to primary students, unless they also ban those centres." she said.

However, Deputy Head of Hanoi Department of Education and Training Le Ngoc Quang stood firm on the decision to completely wipe out extra classes offered in primary schools.

Nguyen Trong Vinh, Chairman of Nguyen Sieu School said primary students don't need extra classes.
