People pay bribes to get government jobs
As many as 54% people said that they had to pay bribes in order to get a job at state-owned enterprises, according to a newly-released PAPI 2016 Report on April 4.
The Provincial Governance and Public Administration Performance Index or PAPI Report showed that the corruption index in the public sector decreased last year. However, the number of people said they had to bribe state officials in order to get certificates for land use rights and to primary teachers to pay more attention to their kids is rising.
About 54% of asked people said they had to give bribery to earn a job in public sector, higher than that rate of 51% of 2015 and 46% of 2011. There are also more people who think that the number of corrupt officials embezzling public funds is increasing.
However 39% said they had to pay a bribe for medical services, a decrease from 43% from 2015.
Poverty is still the top concern of the country in both 2015 and 2016. But this year, 10% more people think that environment pollution is the biggest problem. This could be the result of the Formosa disaster that caused mass fish deaths in four central provinces in April 2016.
67% of people live near rivers and lakes said the water quality had worsened compared to three years ago, 36% said the air had also worsened.
PAPI is a collaboration between the Centre for Community Support and Development Studies, the Centre for Research and Training of the Vietnam Fatherland Front and the United Nations Development Programme. The PAPI initiative has been co-financed by the Swiss Agency for Development and Cooperation and United Nations Development Programme since 2011.
The survey was conducted with 14,000 random people in Vietnam last year.
