Debates over Hanoi urban planning rage on

There are still many conflicting opinions concerning the relocation of state agencies or hospitals out of inner parts of Hanoi as most of the land hasn't been returned to the city.

The problem was raised by deputy Nguyen Van Khien from Hoan Kiem District during a meeting with Hanoi Chairman Nguyen Duc Chung. Even though a number of state agencies have been relocated, the land has yet to be returned to the city. Khien said the authorities must employ strict measures to recover the lands to build schools and parks.

Chung agreed that the relocation had been carried out since 1997 but no agency had returned the land. There are still some contrary opinions over this issue so the prime minister will hold a review meeting in the coming time.

Meanwhile, Chung said they must reconsider the plan to relocate hospitals out of the city centre. In the Millennium Development Goals, the United Nations advised that hospitals should be placed just 20 minutes away from the patient homes.

"If we move all hospitals to the suburbs then how can people in the inner city easily get to them? Will the doctors find it easy to travel to work?" he said.

Deputy Nguyen Van Khiem suggested banning more four-star hotel from being built in Hoan Kiem, Ba Dinh, Dong Da and Hai Ba Trung districts. However, the city is planning to build 40 more hotels with 20,000-30,000 rooms in the next four years.

"We should encourage more hotels in the city centre instead of a ban to help attract tourists. Hotels must be where tourists think are most convenient. When tourism develops and the areas are packed, the local residents will move out themselves. The city has given permits to a series of hotel projects in Hoan Kiem District," Chung said.
