Hanoi police start clamping down on children helmet rules

Hanoi traffic police have started fining motorbikes drivers who are transporting children without wearing helmets.

Despite raising awareness about the regulation for nearly a week, many parents seemed to be surprised by the fines.

At Quan Thanh-Thanh Nien intersection this morning, dozens of drivers were fined within just 30 minutes. The police used their motorbikes is some cases to take the children to school on time while their parents had to stay with the police.

Earlier, Duong Xuan Binh, Deputy Head of Hanoi Traffic Safety Committee said parents of children over six years old would be fined VND100,000-200,000 (USD4.75-9.5) if their children failed to wear helmets.

Primary school children have the lowest recorded levels of helmet-wearing, with only 7.3% in Dong Da, 9% in Ba Dinh and 11.4% in Cau Giay District in Hanoi wearing helmets. These three districts will be the focus on the campaign this year.
