Serious flooding has submerged many provinces in the Highlands and central region after heavy rains and hydropower discharges.

The rain started on the night of November 14, killing 15 by November 16 afternoon.

On November 16, the water level was still increasing in Hoi An, Quang Nam Province and had submerged most of the main roads, including Bach Dang and Tran Phu. Ba Trieu Street was under 30cm of water.

The vice chairman of Dai Loc District People's Committee, Phan Duc Tinh, said as of 9pm on November 15, that Vu Gia River had reached alert level 3, with nearly 10 metres of water. The district had to evacuate over 1,000 households.

The heavy rains last night also compelled people in Hue to rush to move all their belongings to a higher place to avoid floods. The water levels reached 1.2 metres in some locations along Truong Chinh Street, and 1.5 metres at some alleys on Hoang Quoc Viet Street. The river nearby did not overflow but poured drainage systems caused this severe flooding.

Currently, two hydropower plants in Hue are still discharging water because their reservoirs have reached capability. The Natinal Centre for Hydro-Meteorological Forecasting said, Hue continues to suffer from heavy rains on November 16.

Meanwhile, authorities in Kontum Province said that floods swept away a part of a road and cause traffic problems. Landslides also destroyed a road in Po E Commune, isolating the commune with the outside world.

Binh Dinh and Quy Nhon provinces are in the same situation. The water damaged a power line and a bridge in Quy Nhon Province. Nguyen Chi Quang, an official from Tay Son District People's Committee, said they had not encountered such serious flooding since 1984. Many dykes and dams have already been damaged or are at threat by the flood.

Two people died in Quy Nhon Province as of November 15.
