According to the police in Hanoi, the incidents seem to have been entirely incidental. A police representative said that circuses had been invited to local communes and used laser beams for their shows.

The police in Hanoi are proposing to the Ministry of Public Security to stop the holding of laser lights shows near airport runways and continue to raise people's awareness about safety issues.

The National Civil Aviation Security Committee had to order tighter management around airports after a series of laser beams were flashed at planes during landing at Noi Bai Airport in June. Such laser beams can threaten flight safety as they blind the pilots and lead to loss of control over planes. The beams can also cause permanent eye damage.

Following the incident on June 2 when the beam flashed on a plane, the police discovered a circus show in Vinh Phuc Province. They found the circus had used a high-powered laser light with moving head. Employees at the circus said they were unaware of the impacts on the planes.

In order to ensure flight safety, the Government Office has issued document asking police and local authorities to increase security along the main landing and take-off paths. The Ministry of Information and Communication and relevant agencies were asked to raise public awareness about the laws and harms of laser beams.
