Hanoi authorities reluctant to deal with pavement encroachment

While local authorities in HCM City's District 1 are cracking down on pavement encroachment, officials in Hanoi said that it would be very difficult to do that in the capital.

  

Pavement encroachment in Hanoi

Pham Tuan Long, vice chairman of Hoan Kiem District, said they had been dealing with pavement encroachment since last year. However, when being asked whether Hanoi would be as strict as officials in HCM City, Long said Hanoi had its own method.

Chu Trong Xa, party secretary of Phan Chu Trinh Ward, said it would be difficult as they need synchronised efforts from all forces. "It needs a mechanism as it will affect people's lives. If Hanoi just imitates HCM City it may not be a good idea. But being strict is good," Xa said.

Chairman of Ha Ba Trung District also said each place had its own characteristics.

"Inspections to clear up the pavements are carried out frequently but there are a lot of problems, pavement management is not only for pedestrians," he said.

During a meeting with Ba Dinh District authorities, Hanoi's Party Secretary Hoang Trung Hai said he still worried about the urban management work and noted about the increasingly lax management over pavements.

"Do you see that the pavement management is getting looser and looser? What I see is that businesses are encroaching more and more onto the pavements," he said.

Hai ordered a steering committee to deal with this problem in 2017, and wants to raise public awareness to clear up the pavements.
