The authorities in Hoi Tan have halted the parasailing services by boats at An Bang Beach and Cham Island after discovering many of the service providers were unlicensed.

The Ministry of Culture, Sports and Tourism hadn't issued detailed regulations about the operation of parasailing services in the area. The Department of Culture and Sports was asked to monitor the implementation and deal with violators.

Beside diving and snorkeling, jet-skiing, parasailing and kayaking services operate in Quang Nam Province, mostly along Hoi An’s beaches. Parasailing costs about VND1m (USD42) per person for 15-20 minutes.

Hoi Department of Culture and Sports affirmed that the Ministry of Culture, Sports and Tourism hadn't had any guidance or regulations about providing business licenses to such services.

A tourist recently hit a canoe while trying to land and suffered severe injuries at Bai Chong Beach. There are seven to eight providers in Quang Nam. The service providers are also a part of tourism firms with tours to the Cham Islands and other beaches in Quang Nam. These lack business licences for such services.

However, after the fatal jet-ski accident that killed one boy in Danang, spokesperson for the Ministry of Culture, Sports and Tourism Nguyen Thai Binh said jet-ski, surfboarding and parachute-pulled canoes are on the list of dangerous tourism services according to Resolution 168 that specifies some details in the Tourism Law.

The resolution clearly states safety measures and warnings about weather and other factors that may harm the customers.
