HCM City plans to tighten grip over vehicle emissions

The HCM City Department of Transport is urging the city people's committee to develop policies to control motorcycle emissions in order to prevent worsening air pollution.

According to the department, as of now, the city has 7.6 million motorbikes, accounting for 95% of the active vehicles and emit 87% of total vehicle CO. The department claimed that the emission from motorbikes was much more serious than the emission from cars.

Increasing numbers of newly-registered motorbikes and out-dated motorbikes are worsening pollution in HCM City.

Eight years ago, a project aimed to control vehicle emissions was proposed for both Hanoi and HCM City from 2010 to 2013 and would have been expanded to other provinces in the following years. However, it still hasn't been realised.

"Because of urgent demand to improve air quality while waiting for the revised Road Traffic Law, we have proposed to the HCM City People's Committee to hire capable firms to develop a vehicle emission control project which may cost VND2.4bn," said the representative of the Department of Transport.

The department's deputy head, Tran Quang Lam, said they were already asked to find solutions to prevent congestion, traffic accidents and reduce emissions by 70%. They are collaborating with the Department of Natural Resources and Environment to carry out the project if approved in the next year. They will also work with registry offices to create an emission control network.

Tran Hong Ninh, director of BVOT Group, said this was a difficult and complicated project. It's easier with cars but not so much with motorbikes.

The authorities claim they need exact information related to the ownership of the vehicles in order to implement fines related to CO emissions. Ownership is often difficult to prove due to the lack of paperwork on second-hand vehicles. There are also many workers from other provinces working in major cities with unclear addresses.
