Quang Ninh topped the Provincial Competitive Index (PCI) 2017

This is the first time Quang Ninh has ranked first in the report with 70.7 out of the total 100 points.

Danang which topped the PCI report for seven years came second behind Quang Ninh with 70.1 points. The runners-up were Dong Thap, Long An, Ben Tre, Quang Nam, HCM City, Haiphong, Can Tho, Lao Cai, Vinh Phuc, Hanoi, Binh Duong, Thai Nguyen, Ba Ria-Vung Tau and Bac Ninh.

The top five at the bottom of the list were Cao Bang, Bac Kan, Lai Chau, Kon Tum, Binh Phuoc and Dak Nong provinces.

According to the report, around 52% of surveyed private firms across the country said that they have planned to expand their business scale in the next two years, the second highest rate since 2011. Meanwhile, only 8% of private firms planned to reduce their operation scale.

The report also indicated that up to 60% of foreign-invested companies have planned to increase their business in Vietnam, the second highest level since 2011.

However, the 2017 PCI suggested the necessity to improve the human resource quality, legal system and administrative procedures.

Last year, around 59% of surveyed in the report said that they had still paid bribes for administrative procedures to be completed.
