Hanoi fines litterers around Hoan Kiem Lake
Authorities in Hanoi have collected nearly VND191m from fines on people who litter at the Hoan Kiem Lake.
The pedestrian streets around Hoan Kiem Lake is one of Hanoi’s most popular sites. However, after events, rubbish was littered all over the streets. Statistics from Hoan Kiem District Urban Environment Company showed that they collect up to 200 tonnes of rubbish a day.
They have warned the violators many times but the results were not positive.
In order to change public behaviour, they have sent over 30 employees to the streets and use cameras and smartphones to record violations from 7 pm to 12 am, from Friday to Sunday. The company also invested and installed two cameras to monitor the violations. The company have put up warning signs stating that they are recording and taking photos to deter littering.
Dang Huu Binh, director of Hoan Kiem District Urban Environment Company said after capturing the violations, they would send the evidence to the police to deal with the litterers. Street vendors will be reported to the Department of Natural Resources and Environment. From April 26 to May 19, the local authorities have dealt with 108 cases and collected VND191,250,000 (USD8,300) in fines.
According to Binh, this is an effective method to raise public awareness. Small businesses have cleaned up after themselves and provided small rubbish bins at their locations. Tourists have also become more aware of their surroundings.
Nguyen Van Linh, a local in Dong Xuan Ward, said "I noticed that the littering has decreased greatly and the pedestrian streets are also cleaner. This has proved a good deterrent."
Pham Tuan Long, vice chairman of Hoan Kiem People's Committee, confirmed that the situation around Hoan Kiem Lake had improved. They can deal with rubbish quicker and easier. As a result, the authorities have decided to expand the model to other areas in the district.
